MASTER PARKS PLAN REPORT
The Norwich Master Parks Plan provides a holistic approach for addressing the recreational and leisure needs of the City. It reviews current facilities and presents findings and recommendations that provide City leadership a working document that can be readily implemented and adjusted as needs dictate.

New London Turnpike Bridge 04096 Rehabilitation
New London Turnpike Bridge 04096 Rehabilitation/Replacement CT DOT Project No. PP103-0018 project design has commenced.
Mohegan Park ADA Fishing Platform
The City of Norwich is currently in the design phase for an Americans with Disabilities Act (ADA)-compliant fishing platform at Mohegan Park. The project will feature two ADA-accessible parking spaces and a fully accessible pathway leading to the platform. Construction is anticipated to begin in fall 2025, contingent upon funding approval.
Fontaine Court Improvements and Senior Center Promenade
The City of Norwich has been awarded a Community Investment Fund (CIF) grant to upgrade the existing grass field at Fontaine Court. The project will transform the field into a synthetic turf surface with a four-lane track. The field will be lined up for multiple sports, including soccer, lacrosse, football, and softball. Additional components of the project include:
- A promenade linking the Rose City Senior Center to Fontaine Field
- Relocation and installation of new lighting
- Installation of a new scoreboard
- Drainage improvements
- Construction of a new parking area
Gale Associates Inc., an award-winning firm specializing in turf design, has been selected to provide the design for this project. The tentative construction phase is scheduled for Fall 2026.
Armstrong Tennis Courts – Restroom Installation
The new restroom facility at the Armstrong Tennis Courts has been successfully installed and is now in service.
West Town Street (Route 642) Sidewalk and Safety Enhancements
The City has engaged Freeman Companies, LLC to conduct the survey and design of approximately 0.6 miles of new sidewalk and safety improvements along West Town Street (State Route 642), spanning from Wightman Avenue to 100 feet beyond Wawecus Street. This initiative is funded by the Connecticut Connectivity Grant Program (CCGP). Design is currently underway, with construction projected to begin in spring 2025.
2026 Roadway Paving Program
Charles Pasteryack, Jr., Inc. has been retained to perform paving work in Norwich for the 2026 season. In preparation, Public Utilities crews will upgrade utility infrastructure on roadways scheduled for reconstruction. Please note that inclusion on this list does not necessarily guarantee paving in 2026, as the schedule is contingent upon equipment availability and NPU’s upgrade timeline.

New London Turnpike Pedestrian Safety Improvements
This project is focused on enhancing pedestrian safety along New London Turnpike, between Route 82 and Route 642. Planned improvements include the addition of bike lanes and upgrades to ensure full compliance with the Americans with Disabilities Act (ADA). The design phase has been completed, and the project will be going out to bid in the near future.
Uncas Leap Heritage Project
The final phase of the Uncas Leap Heritage Park is scheduled for completion by the summer of 2025. This phase will include the construction of a staircase providing access to Sachem Street, further improving connectivity and accessibility within the park.
Capital Improvement Sidewalk Project (CISP)
The City’s annual Capital Improvement Sidewalk Project will be released for bid shortly. For the 2025 cycle, residents along the following streets have elected to participate:
